According to the Daily Tribune, in 1988, in Wood County, Moeller was convicted of murdering his mother, Shirley Moeller. He was 18 when convicted but 17 at the time of the crime. Todd Brecht was one of them. His release was discretionary. 59th in the series . Todd Brecht murdered Buffalo County District Attorney Roger Hartman by shooting him in the back. Today Brecht is 63. The District Attorney Roger Hartman was shot in the back and died a month later from his wounds, according to a 1986 article in the La Crosse Tribune. Brecht is the brother of Hartman’s wife, Marlene, also called Molly. He was staying in the couple's Wisconsin home because they were trying to help him get his life back together after he got into trouble with the law in Georgia. David Wuelling was one of them. His release was discretionary. 57th in the series . David Wuelling murdered James Weiss, a teacher at Northeast Wisconsin Technical Institute. According to a 1987 article in the Green Bay Press-Gaxzette, Wuelling had dropped his courses at the school and couldn’t keep a steady job. He took a taxi to the college carrying a “single-shot, black powder cap and ball pistol he built from a kit,” after drinking whiskey. Once at the school, he threatened suicide in a classroom, so Weiss and another teacher told 20 students in the class to leave. Wuelling then shot Weiss through the chest, killing him. According to a 1981 article in the Wisconsin State Journal, Randy Rotta, then 23, and from Milwaukee, murdered a 17-year-old girl. The victim was named Cynthia Ann Warden, 17, of Greendale. Her “nude body was found in a South Side hotel room” in Milwaukee. She was found with a towel and brassiere “trussed around her neck,” according to old news stories. We deconstruct how the Wisconsin media, in partnership with Democrats, created and spread their own narrative to deceive the public about parole. Gov. Tony Evers and the Wisconsin media have repeatedly deceived the public about parole numbers. They have falsely reported that hundreds of the paroles were mandatory releases. They are not. The nearly 1,000 releases during Evers' tenure all involved discretion by Evers' appointee or administration. Mandatory releases - cases where state law requires that inmates be freed after serving 2/3rds of their sentences - were filtered out by the Parole Commission. Killers serving life sentences do not qualify for mandatory release anyway. Wisconsin Parole Commission Violated State Law by Failing to Notify Law Enforcement of Parolee Releases

Not only has the Evers' Administration failed to notify multiple victims' families about parole hearings throughout Wisconsin, but WRN has now documented that the Wisconsin Parole Commission is violating state law by failing to notify some law enforcement agencies in communities where convicted killers are living. For example, the West Bend and Waupaca Police Departments told Wisconsin Right Now that they were not notified of paroled killers' releases into those communities. The Onalaska police chief told the La Crosse Tribune that city wasn't notified of a strangler/rapist's release, either. "Nope, we had no idea, until we saw it in the paper like everyone else," a West Bend police commander told us after researching the notification issues.
